Selection process for the Champions League Final venue is based on the internal ratio system created by UEFA.
In this process every stadium gets rated with stars from 1 - 5, taking under consideration capacity, location, previous events hosted and it’s facilities. Technically speaking any stadium witch is rated 4 stars and above is eligible to host Champions League games to include the final. Then the decision is being taken by a simple anonymous draw that picks the next venue for the following years Final - taking under consideration countries that previously hosted the event in the past.
This decision is usually announced during one of the UEFA Executive Committee Meetings 2 years prior to the event itself. The Istanbul win over Lisbon has been announced during the Champions League Final weekend in Kiev 2018.
